http://digital-photography-school.com/how-to-capture-motion-blur-in-photography/

1. How long should your shutter speed be to get movement blur in your shot?

A longer shutter speed will allow for movement blur to be in the image. The actual speed depends on how fast the subject is moving an dhow much light is around.

2. What are the two ways to get a feeling of movement in your images? How can you make your camera perfectly still (what could you use)?

The first way is having the subject move. When the subject moves is a good idea to use a tripod to keep the camera in the same spot. The second way is having the camera move. You could have have both the camera and subject move.

3. What does shutter priority mode allow you to do with the camera?

Shutter priority allows for the photographer to choose how fast or slow the shutter is, while the camera adjusts all the other settings to make sure the image comes out good.

4. One of the effects of using longer exposure times (slow shutter speed that more light will get into your camera. How do you compensate for this in some way so your shots are not over exposed?

There are ways to allow less light in order to prevent over exposure. One way is to try a Neutral Density Filter. You could also decrease the ISO or use a smaller aperture.
